As you will notice in the rules, you cannot just land a hit on a character, you have to say words such as "attempted"when landing blows on other characters. This fighting chart is just a way of showing which characters here "physically" have more chances of landing a blow. This means, that if you refer to this, if there is a vampire and a human obviously because the vampire will be higher up in this chart the human cannot just dodge every attack the vampire lands, if able to dodge any at all. And in terms of a human, referring to this you would realize that a human wouldn't be able to land a shot on a vampire quite so easily, and they would recieve more impact recieving a blow from a vampire. Now, everyone is aware of these things, granted however that this is just showing which species are more powerful than others for any reference if need be. This just aims to prevent any autoing or god modding, as it shows which characters physically are more superior and likely to land blows than others.

fighting level 1
This level is basically the "Default" level, reserved for every character who doesn't have any combat experience or skill whatsoever; in other words, students, teachers, everyday goers who haven't been in combat and therefore couldn't lay a finger on anyone at above levels fairly. Most magic users and creatures such as fairies are at this stage as they focus more on their actual strengths instead of being physical.

People at this level have some experience, but are usually still just regular humans who may have gained some combat experience and know how to survive or handle themselves. However they are still usually in the sidelines and not the full force, as they are still supernaturally powerless despite their combat experience.

Characters at this level are still humans or species which aren't physically superior naturally, who have gained extensive combat experience or have natural skill in combat, therefore they are the ones who are able to single handedly take down a vampire with ease and not by accident.

This level is reserved not for humans, but for any creature which has enhanced strength, which is usually reserved solely for vampires. There is a clear difference between this level

Most everyday demons are placed at this level, who are naturally strong but may not have combat experience or skill. These demons are the bottom of the barrell in terms of demonology, as they aren't physically as strong as the higher demons listed. More experienced vampires are also placed here.

Humans in werewolf form are placed here. This only means that they are physically this strong when in the uncontrollable werewolf form. In human form they are still regular humans. More powerful demons and vampires are also found at this level.

The Trinity Brothers can appear at this level due to having enhanced strength, if they have the combat experience to match it.. Although not as strong as vampires physically, they have the additional powers and skill/speed to achieve this high level.

Master vampires are placed at this level. You don't get much more powerful than them, due to their sheer strength and extensive years of combat experience.

Most demons century old are placed at this level due to their enhanced strength and combat experience. There is a huge difference between this level and the next.

To achieve a fighting level here, is extremely rare and will likely never happen. This level is reserved for ancient beings who have been around for thousands of years or more, which can include ancient demons, but more commonly any Gods from other dimensions who have found their way to this one. They have such power that they could crush a brick wall with just a fist, and could probably get back up after being hit by a truck.
